Climate Justice Alliance-Bangladesh, a coalition of 30 Civil Society Organizations (CSOs), is demanding urgent and realistic commitments from global leaders at COP 28 held at Expo City, Dubai, in the United Arab Emirates (UAE), to address the escalating climate emergency. They emphasize the need for a swift transition away from fossil fuels, mobilizing needs-based finance, ensuring loss and damage finance, and upholding human rights in climate efforts.

CSOs stress the importance of the first-ever Global Stocktake at COP 28 as a pivotal moment for a reality check on global progress in combating climate change. They call for bridging gaps, evaluating strategies, and defining clear roles and contributions to achieve the crucial 1.5-degree Celsius goal.

Key Demands by CSOs at COP 28:

Real Pledge for 1.5 Degree Celsius Temperature Goal:

  • CSOs urge developed countries and major emitters to make substantial emissions reduction pledges. following the Global Stocktake to meet the UNFCCC and UNFP Emission Gap Report targets.
  • They emphasize the necessity of reducing global annual greenhouse gas (GHG) emissions by 45% before 2030 and call for a halt to new investments in fossil fuel production.

Commensurate Climate Finance:

  • CSOs welcome funding pledges but express concerns about fund management, particularly with institutions like the World Bank.
  • They urge the COP 28 presidency to make financial support legal and obligatory, ensuring sustainability and avoiding discriminatory practices.
  • Concerns are raised about the lack of clarity in the ‘New Collective & Quantified Goal on Finance (NCQG),’ and CSOs highlight potential risks of interpretation that could place undue pressure on Least Developed Countries (LDCs) and Most Vulnerable Countries (MVCs).

Urgent Measures for Displacement Management:

  • CSOs address the issue of displacement due to climate-induced hazards and demand new measures to support countries in managing forced climate-induced displacement while ensuring rights locally and nationally.
  • They stress the importance of global leaders acting decisively to align with principles for the preservation of a habitable planet.

The CSOs emphasize critical evaluation, accountability, and urgent action, urging global leaders to take realistic steps in combating the climate crisis and securing a sustainable future for all.
